Na época que vi isso ainda testava MINGW, BCC e MSVC 2010
Do jeito acima funcionava nos três.

Quando percebi que MSVC dependia de RUN-TIME do Visual C 2010, e que ele deixou de ser padrão no Windows, abandonei Visual C.
Visual C da Microsoft SEMPRE depende de run-time.
O Windows vém só ...

... criar um modernizado, com os recursos do harbour/xharbour.
NÃO SEI XHarbour, mas harbour tem o hb_Compile() que compila um fonte qualquer em run-time.
Pode ser até um fonte completo, de milhares de linhas.
Inclusive o HBMK2 faz isso, ele não precisa do harbour.exe.

Isso resolve a parte da "nossa" máquina.

Gera o certificado.
assina mas não deixa fazer o timestamp.

Exportei sem a chave particular, gera o .cer
Instalando em root
assina e faz time stamp.

Agora é testar no cliente.
Capicom vai deixar instalar automático.
Mas em root só administrador.
