Uma das coisas que o Windows 10 tem, é o console usando UTF-8.
E uma das novidades, é justamente o uso disso.
O uso já é normal em html, e abre uma nova possibilidade, já que se torna equivalente a usar ícone.
Aliás... é praticamente isso: um ícone transformado em caractere.
Usando a tabela Ascii padrão também dá, mas é limitado
