Trata-se de rodar o EXE, passar parâmetros e receber resposta.
O fonte em harbour só faz isso.
O EXE mesmo é minúsculo, e 3GB é o arquivo adicional a ser baixado, algo como uma base de dados.
Diria que pequeno até demais: 182kb

O site oficial foi denunciado, mas o do Linares que contém uma cópia do programa não foi.
Não sei o que vai acontecer na máquina agora.

Não faz nada do que mostra no harbour-users.
Talvez tenha que ser harbour 64 bits, mas depois do alerta, estou fora.
